The popular Site to Store service provides free shipping of online orders to local Walmart stores, and the retailer expects to save customers more than $40 million in shipping fees this Christmas season. New Human Rights Instrument Closes Vital Protection Gap, Says Top Un Official

New York, Dec 12 2008 - The United Nations human rights chief has welcomed the General Assembly’s adoption of an important new instrument to strengthen the protection of economic, social and cultural rights, stressing that it gives a voice to victims of violations. “The approval of the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights is of singular importance by closing a historic gap,” stated UN High Commissioner for Human Rights Navi Pillay. The Protocol, adopted during the Assembly’s 10 December meeting commemorating the 60th anniversary of the Universal Declaration on Human Rights, will enable victims to complain about violations of the rights enshrined in the Covenant at the international level for the first time.

Ms. Pillay stressed that the Protocol provides a voice to victims of human rights violations. It also “makes them better equipped to enlist the international community’s help to address their plight.” The High Commissioner noted that the Universal Declaration chose not to rank rights. “On the contrary, it recognized the equal status of political and civil rights with economic, social and cultural rights, and underlined that all rights are inextricably linked,” she said. “Violations of a set of rights reverberate on other rights and enfeeble them all.” The Optional Protocol will now be opened for signature during 2009 and enter into force once it has been ratified by ten States.

Head Of Unesco Deplores Killing Of Another Indian Journalist

New York, Dec 11 2008 The head of the United Nations agency tasked with defending press freedom has condemned the killing of Indian journalist, Vikas Ranjan, the third media professional to be murdered in the South Asian country in recent weeks.

Mr. Ranjan, 32, was shot dead by three gunmen on 26 November outside his office in the north-eastern state of Bihar, where he wrote for the Hindi-language daily newspaper, Hindustan. According to Reporters without Borders, Mr. Ranjan had spent the previous month investigating local drug trafficking before being gunned down in the town of Rosera, in the Samastipur district. “Mr. Ranjan has paid with his life for the fundamental human right to freedom of expression, and for our right to be informed,” said UN Educational, Scientific and Cultural Organization Director-General Koïchiro Matsuura, in condemning the murder.

“Like so many journalists, he has shown courage and determination beyond the call of duty,” added Mr. Matsuura. Calling on local authorities to “spare no effort to bring to justice those responsible,” he said that he trusted them to “stem the alarming recent increase in attacks on journalists in north-eastern India.” UN News

Australia To Combat Technology-enabled Crime

Joint Cooperation Agreement between Australian Federal Police and Telstra - The AFP and Telstra today signed a Joint Cooperation Agreement to enhance their long-standing partnership by increasing ongoing collaboration and assistance in the information and communication technology sectors. The Australian Federal Police (AFP) will strengthen its world-leading capability in countering new technology-enabled crime under a new partnership with Telstra.
The Agreement will set the framework for the AFP and Telstra to work even more closely in the area of technology-enabled crime. It will assist the AFP in gaining a better understanding of the evolution of the telecommunications environment, training and development activities.

Under the Agreement, the cooperation between the AFP and Telstra will be focused on:

Identity fraud and internet-enabled crime such as Phishing;
Online paedophile activity;
Child protection and education;
Botnet networks and organised crime syndicates;
Online terrorism activities;
Targeted attacks on public, government and private sector computer networks.
Professional development of Telstra and AFP staff and employee secondment arrangements will also be undertaken as part of the Agreement.

AFP Acting Commissioner Tony Negus and Telstra Chief Operations Officer Greg Winn signed the Joint Cooperation Agreement at AFP headquarters in Canberra.

Acting Deputy Commissioner Andrew Colvin said rapid technological developments in the 21st Century had created potential for new forms of criminal activity to develop, as well as variations of traditional crimes.

"Technology-enabled crime is a complex, dynamic environment with new trends constantly emerging. We must continually look at improving our methods of detection and prevention," he said. "One of the most valuable ways to do this is for law enforcement agencies and governments to work with the private sector to establish effective procedures to counter technology-enabled crime. "Secure communications networks, platforms and systems are critical to both national security and the business environment, highlighting the need for vigilance. This is fundamental to Australia's security. It is crucial that communications and law enforcement experts work collaboratively in identifying and combating potential threats," Assistant Commissioner Colvin said.

"Deepening the cooperation with Telstra is a perfect example of how the AFP can tap into the expertise, knowledge and technology of the business community to heighten security for the Australian community." Mr Winn said the AFP had earned an international reputation of being at the leading-edge of developments in enhancing the capacity of government, business and the community in dealing with crime founded in new information and communications technology.

"Telstra enjoys an enduring relationship with the AFP, working together to detect and prevent criminal activity. Today's Agreement will only serve to heighten that mutual support," he said. "In recent times, the speed of changes in the information and communications technology fields has been nothing short of phenomenal and shows no sign of slowing. As a world-leader in communications technology, Telstra is well placed in helping to ensure the AFP remains at the forefront of global cyber crime developments."

Un Refugee Chief Urges Help For 6 Million Long-Term Displaced

New York, Dec 10 2008 The top United Nations refugee official has called on the world to do more to help nearly 6 million long-term refugees, who have spent years and sometimes decades in exile, often in the poorest countries in Africa and Asia.

The UN’s High Commissioner for Refugees , António Guterres, said there were at least 30 long-term refugee situations around the world that had lasted five years or more. “The burden of hosting these refugees falls almost exclusively to developing states,” he said today at the opening session of a two-day conference on protracted refugee situations, taking place in Geneva. “It is important to recognise that the international community as a whole has not done enough to share that burden.” Guterres said that once the media spotlight turned away from refugee emergencies and international attention faded, the displaced people could go unnoticed for years.

He added that much of the pressure fell on some of the poorest countries in the world, and hailed the example of Tanzania, whose Prime Minister, Mizengo Kayanza Peter Pinda, joined him at the conference podium. Tanzania has offered local integration, including naturalization and citizenship, to most of the Burundian refugees who fled their homeland in 1972 and who wish to remain in the country. Some 175,000 refugees stand to benefit from this programme, while others have opted to return to Burundi. For his part, Prime Minister Pinda called on the international community to recognise the impact of protracted refugee situations on host countries, including the over-exploitation of natural resources, environmental degradation, strains on social services and the spread of small arms and insecurity.

EMI Music and Warner Music Group Expanding

EMI Music and Warner Music Group expand existing marketing and distribution partnership in India and the Middle East and enter into new relationship in Turkey Agreement builds on existing relationship in South East Asia LONDON AND NEW YORK, 10 December 2008 -- EMI Music and Warner Music Group Corp. (NYSE: WMG) today announced a new agreement to extend their existing marketing and distribution partnership in India and the Middle East and enter into their first partnership in Turkey. Under the new multi-year license agreement, EMI Music will continue to serve as the local physical distributor of WMG’s repertoire in India and the Middle East—a role it has had since 2005—and will become WMG's local digital distributor as well. In Turkey, where WMG previously licensed to a local physical distributor, EMI will become WMG’s new local physical and digital distributor. WMG will continue to develop and operate global digital partnerships, which will include these territories.

Adrian Cheesley, EMI Music’s President - International, said: “These markets have exciting growth potential, especially in digital. We are delighted to be extending our successful relationship with Warner Music to include digital rights to their fantastic artist roster and catalogue and to cover Turkey as well.”

John Reid, Vice Chairman, Warner Music International, said: “With us currently serving as EMI’s distributor in South East Asia, and with EMI serving as our distributor in India, the Middle East and Turkey, we have developed a strong partnership that we’re pleased to be expanding with this deal. Since WMG does not have local operations in these territories, it was extremely important that we partner with one of the strongest players in the region, which is why I’m confident that EMI’s efforts, local resources and expertise will be of great benefit to our artists.”

The territories covered under the new agreement are India, Turkey, Saudi Arabia, UAE, Lebanon, Bahrain, Qatar, Oman, Jordan, Syria, Yemen, Kuwait and Egypt. The agreement also includes an extension of EMI's physical distribution deal with WMG for Libya, Morocco, Algeria and Tunisia and adds certain digital rights.

In one or more of these countries, EMI is already the exclusive local distributor of many independent labels including Domino, Beggars Banquet, Ministry of Sound and Cooking Vinyl. EMI also distributes Disney’s soundtrack and Hollywood repertoire in the Middle East and Turkey.

Pursuant to an agreement announced in September 2008, WMG markets and distributes—both physically and digitally—EMI’s repertoire in Hong Kong, Indonesia, Malaysia, Singapore, Korea and Thailand while EMI will continue to develop and operate global digital partnerships which will include these territories.

The financial terms surrounding the agreement announced today were not disclosed.

Goodbye George W Website

George W is Finally leaving and Goodbye George W is Launched - Mother and Daughter start movement to send Goodbye Letters to the outgoing President George W. Bush giving people around the world a place to say what they think of the past eight years of the Bush/Cheney regime. - Dec 10, 2008 – "Freedom of expression and democracy are among the values that the founding fathers amended to the U.S. Constitution and they are what has motivated us to launch the site," Wheeler said by phone from her home in Georgia. The Goodbye George Movement that Wheeler and her daughter initiated with www.goodbyegeorgew.com sets a challenge in a real sense to put participation back into U.S. politics. In the United States people may turn out to vote, but beyond that are infrequently given forums for the ongoing voicing of their opinions to policy makers, much less to an outgoing President, that is far for being popular.

"With our website we are letting people tell George W. what they really think about his Presidency on a personal level, in their on words, in a letter. SO far the response has been fantastic. The letters will be used for a book, so that each writer has the opportunity to really take part in a historic book to be published in 2009." Wheeler encourages everyone, even Bush supporters, to click on and write their fond farewells. She says, "After all this is America and each person has the right and the privilege to say what they think, both positive and negative." Source by PRLog
