Detailed instructions, issued while declaring Manav Rachna International University, Faridabad, Haryana as Deemed-To-Be-University are given below. Every concerned should carefully go through it in order to avail the facilities and abide by the limitations.
The
1. Whereas the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of Higher Learning as a deemed-to-be-university.
2. And whereas, an application was received in January, 2004 and April,2004 from Manav Rachna International University , Faridabad , Haryana seeking status of 'deemed-to-be-university' under de- novo category under Section 3 of the UGC Act, 1956;

And whereas, the University Grants Commission has examined the said proposal and vide its communication bearing No.22-2/2007(CPP-I) dated the 18th July, 2008 has recommended conferment of status of 'deemed-to-be-university' to Manav Rachna International University , Faridabad , Haryana with a condition that performance will be reviewed after a period of five years of conferment of status.

Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the University Grants Commission (UGC), hereby declare that Manav Rachna International University , Faridabad , Haryana, comprising of Career Institute of Technology and Management only, shall be a "deemed-to-be-university" for the purposes of the aforesaid Act, for a period of five years, with effect from the date of its disaffiliation from its affiliating universities, viz., Maharshi Dayanand University, Rohtak, Haryana subject to annual review by the Review Committee for five years.

(v) The society concerned should continue to maintain the corpus fund as per the norms of the UGC and the said fund should be irrevocable in nature. The society shall accordingly take necessary action in consultation with the UGC to ensure irrevocability of the corpus fund.
(vi) The objectives of the society / 'deemed-to-be-university' institution should confine to educational and related social and charitable activities. The society as well as the institution concerned should not undertake or engage in any activity that is of commercial and profit making nature.

(viii) The Manav Rachna International University, Faridabad , Haryana should submit a legal undertaking to cover the issues pertaining to earmarking of assets, non-diversion of assets without prior approval of the UGC and for providing powers/authority to the UGC to take control of assets, etc. of the 'deemed-to-be-university' institution concerned in the event of winding up of or dissolution of the said Institution.
(ix) The Memorandum of Association (MoA) and Rules / Regulations of the
(x) As and when necessary, the Trust concerned shall update or revise or modify the MoA / Rules of Manav Rachna International University,
(xi) The MoA/Rules/Regulations/Bye-laws of the society concerned should reflect the name of the teaching institution that forms part the deemed-to-be-university institution concerned.

(xv) The Manav Rachna International University , Faridabad , Haryana shall start new academic courses only as per the norms prescribed by the UGC, AICTE and other Statutory Councils concerned, as the case may be.

(xvii) As for the students who were already admitted and enrolled in Career Institute of Technology and Management now in Manav Rachna International University, Faridabad, Haryana prior to the date of this notification, they shall continue to pursue their courses of study under enrolment and affiliation to the affiliating university concerned, viz., Maharshi Dayanand University, Rohtak shall conduct examinations for them and award degrees to them upon successful completion of the courses/programmes of study they are pursuing at the said college presently.

(xx) All the prescribed norms and procedures of the relevant Statutory Councils, such as UGC, AICTE, etc. and other authorities concerned in the matter of admission of students, intake capacity of students, starting of new courses/ programmes, renewal of approval to the courses, etc. will continue to be in force, and shall be adhered to by Manav Rachna International University, Faridabad , Haryana.
(xxi) The Trust concerned and 'deemed-to-be-university' institution shall follow and abide by all the undertakings they have already submitted or are going to submit in future to the UGC in connection with and for the purpose of obtaining status under Section 3 of the UGC Act, 1956.
(xxii) The Manav Rachna International University , Faridabad , Haryana should take immediate steps to rectify the shortcomings/deficiencies observed by the AICTE's Expert Team in relation to research contributions of faculty members; the necessity for more faculties with Ph.D qualification, so as bring about the recommended improvement.
(xxiii) Suggestions and recommendations of the UGC's Expert Committee including that of the representative of the AICTE should be complied with by the
(xxiv) The Manav Rachna International University , Faridabad , Haryana shall abide by all the norms and guidelines as laid down by the UGC, AICTE and other Statutory Councils concerned from time to time, as are applicable to institutions notified as 'Deemed-to-be-Universities'.
