Mumbai Attacks Draw Worldwide Condemnation

People around the world are expressing shock and revulsion at the deadly terrorist attacks in Mumbai. With world reaction, Tom Rivers in London has this report for VOA.
International condemnation of the terror attacks has been pouring in.

In Australia, the country's acting foreign minister described that attacks as indiscriminate and cowardly.

In Tokyo, the government expressed its anger at the death of a Japanese citizen and stressed the view that there can never by any justification for any act of terrorism.

In the U.S., President Bush offered his condolences to the Indian people.

President-elect Obama strongly condemned that attacks and he said, we stand with the people of India.

And in Pakistan, a government statement strongly condemned the violence and expressed deep sorrow over the loss of life.

In Britain, Prime Minister Gordon Brown spoke for many.
"I think I speak for the whole world - shocked and outrage at the tragic destruction of innocent lives," he said. "And I have already sent my sympathy and support to Prime Minister Singh of India and to say that we will do everything we can to help the Indian government."

As is the case with other countries, Mr. Brown says giving assistance to its nationals caught up in the tragedy is objective number one.

"Our first duty is towards British citizens who are caught up in this terror in Mumbai," he said. "The High Commissioner has come from Delhi to visit all those who are injured in hospitals. He is visiting them now. It is too early to give any numbers for the numbers of people who are injured. Our second responsibility is obviously to root out terrorism, to help the Indian government with their action and that is why at the same time as giving support to the Indian prime minister, we are sending police and emergency teams that are well versed in dealing with terrorism."

David Cameron, the leader of Britain's main opposition party says Britain is united with the people of India.

"These are absolutely horrific attacks and the pictures on our television screens are dreadful," Cameron said. "And our sympathy must be with victims, yes of course, but also our support for the Indian government at this time. And we must stand together with them, absolutely steadfast, saying these terrorists will never win."

Cameron says this attack will only serve to strengthen British-Indian ties.

England's national cricket team is currently touring India. Security arrangements are currently being reviewed that could impact upon further matches that are scheduled for next month.

The news follows -
Wednesday, November 26, 2008 - Scores of people have been killed, and many more wounded, in what appear to have been coordinated attacks by gunmen wielding automatic weapons and hand grenades. The attacks began around 9:30 p.m. IST in Mumbai, Maharashtra, India.

Police reports indicate at least 101 deaths and a further 287 injured. The fatalities include 12 Policemen, 9 terrorists and 6 foreign nationals. More conservative estimates place the death toll at 78 with over 200 injured. Among the dead is believed to be Anti Terrorist Squad chief Hemant Karkare.

According to television reports, a little-known group calling itself the Deccan Mujahideen has claimed responsibility. The name may refer to the Deccan Plateau, which makes up the majority of southern India.

Sites of the attacks have been listed as the Chhatrapati Shivaji Terminus railway station, a hospital, a police station and at least three hotels, including Oberoi Trident and Taj Mahal Palace & Tower. The Marriott Hotel in Juhu has been attacked with gunfire, but details are sketchy. A restaurant, Leopold Cafe on Colaba Causeway was also attacked. Other locations are the Cama Hospital.

The Taj Mahal and the Oberoi Trident hotels have been surrounded by Indian Rapid Action Force commandos. Gunmen are reported to be holding dozens of hostages, including foreigners, at those locations.

A fire is reported to be spreading through the Taj Mahal hotel. The cause is unknown.

There were hostages at Nariman House in Colaba. This situation has continued all night.

The government has already blamed the attacks on terrorist organizations sponsored by foreign powers.

A number of European Parliament Committee on International Trade delegates were staying in the Taj Mahal hotel when it was attacked. One British MEP, Syed Kamall, left the hotel shortly before the attack to go to a restaurant. Another British MEP, Sajjad Karim, was in the lobby when gunmen initially opened fire there, and was last heard of in hiding in the building; also in hiding was German MEP Erika Mann. Polish MEP Jan Masiel was thought to have been sleeping in his hotel room when the attacks occurred and has not been heard from since, and a Hungarian MEP's assistant was reported shot. Now comes the news - Dynamic ground water resources in the country - India
The quantification of ground water resources is one of the major input in planning Ground Water Development and Management. At the same time it is one of the basic input for funding ground water developmental projects by financial institutions. The resource assessment and the categorisation of assessment units as per the stage of development forms a basis for implementing regulatory measures by Central Ground Water Authority (CGWA).

The dynamic ground water resources of the country is as follows: Total annual Replenishable Ground Water Resource - 433.02 bcm ; Annual Ground Water Draft – 230.62 bcm ; Ground Water Availability for Future Irrigation – 162.29 bcm ; and Projected demand for domestic and industrial uses up to 2025 – 29.17 bcm .

Various special studies have been carried out in different hydro geological conditions throughout the country in order to standardise methodology for computation of ground water resources. Central Ground Water Board (CGWB) undertook water balance studies in this regard between 1974 and 1985 through 3 domestic and 9 bilateral projects with assistance from UNDP, SIDA, UK and Canada. These projects covered both soft and hard rock formations in various places throughout the country.

Findings of these projects helped in better understanding of the ground water system and led to formulation of methodology for estimation of annually replenishable ground water resources. An expert group drawing members from CGWB, NABARD, State Ground Water Departments and academic institutions has standardised the methodology of estimation. This methodology is being modified at regular intervals. The previous methodology known as GEC’84 has been modified and a revised methodology known as GEC’97 is being followed for re-estimation of country’s replenishable of ground water resources.

Two types of ground water resources have been assessed and being updated periodically – Annually Rechargeable Ground Water Resource - this resource is computed jointly by CGWB and State Ground Water Departments; and Static Ground Water Resource- this source occurs below the dynamic resource and it has been evaluated on the basis of exploratory drillling of CGWB. Till now the static resource has been assessed to the depth of 400 metre in soft rock and 200 metre in hard rock.

Government of India is to set up ten mega food parks this year out of 30 such parks planned during the 11th plan. He said mega food parks scheme provides state of the art infrastructure in the country on a pre-identified cluster basis, ensures value addition of agricultural commodities including poultry meat, dairy, fisheries etc., establishing a sustainable raw material supply chain and fosters inter-agency linkages for pooling of the resources for activities complimentary to the food processing. The initiatives have already taken and built mechanism through which these opportunities can be utilized.

India to emerge as the food factory of the world Food Processing Sector new strength of Indian economy - Food Processing Sector is one of the top ten sectors attracting highest Foreign Direct Investment (FDI) equity inflows which has reached Rs.798 crores during the last 4½ years. Shri Subodh Kant Sahai, Minister of State for Food Processing Industries, India stated this while addressing the Economic Editors’ Conference in New Delhi. Focusing on the tremendous opportunities and scope for growth in food processing sector, the minister said, a vision 2015 has been developed with an appropriate strategy and implementable action plan. This will contribute to overall national growth by enhancing farmers income, generating employment opportunities and providing choice to consumers at affordable price. The vision envisages to increase the level of processing of perishables from 6% to 20%, value addition from 20% to 35% and share in global food trade from 1.5% to 3%. This will triple the growth of food industry and will place India as the food factory on the world map.

An apex world class National Institute of Food Technology Entrepreneurship and Management (NIFTM) being set up by the Ministry at Kundli Sonepat will start functioning from the session 2009-10. This institute will create world-class manpower in food science and food industry management. The Ministry has also approached Human Resource Development Ministry to include subjects related to Food Processing Industry in the Syllabus from K.G to P.G level.

Replying to the questions from the media persons the minister said, the Food Processing Sector Industry is growing at the rate of 12% annually. The efforts of the ministry have resulted in reducing the loss to Rs. 50,000 crores this year as compared to Rs.58,000 crores last year on account of perished food due to non-processing . Initially, Ministry will set up Food Streets in nine prominent tourist cities such as Agra, Tirupati, Varanasi, Ajmer, Hyderabad etc. The Secretary, Shri Ashok Sinha and other senior officials from the ministry were also present at the conference.

"""Carnatic music (karnātic ) - The present form of Carnatic music is based on historical developments that can be traced to the 15th - 16th centuries AD and thereafter. From the ancient Sanskrit works available, and the several epigraphical inscriptional evidences, the history of classical musical traditions can be traced back to about 2500 years. Purandaradasa is credited with having founded today's Karnataka Music. He systematized the teaching method by framing a series of graded lessons such as swaravalis, janta swaras, alankaras, lakshana geetas, prabandhas, ugabhogas, thattu varase, geetha, sooladis and kritis. He introduced the Mayamalavagaula as the basic scale for music instruction. These are followed by teachers and students of Carnatic music even today. Another of his important contributions was the fusion of bhava, raga and laya in his compositions.

Purandara Dasa was the first composer that started commenting on the daily life of the people in compositions. He incorporated in his songs popular folk language and introduced folk ragas in the mainstream. The most important contribution he made was the fusion of bhava, raga and laya into organic units.

He also composed a large number of lakshya and lakshana geetas, many of which are sung to this day. His sooladis exhibit his mastery of the techniques of music, and are considered an authority for raga lakshana. Scholars attribute the standardization of varna mettus entirely to Purandaradasa.

Purandaradasa's era was probably the beginning of Carnatic music's movement towards krithi based classical music (one of its distinguishing characteristics compared to Hindustani). The peripatetic dasas who followed him are believed to have followed the systems he devised, as well as orally passing down his compositions.

Purandaradasa was a vaggeyakara(performer), a lakshanakara(musicologist) and the father of musical pedagogy. He is credited with having elevated Carnatic music from merely religious and devotional music into the realm of a performing art. For all these reasons and the enormous influence that he had on Carnatic music, musicologists call him the "Sangeeta Pitamaha" or the grandfather of Carnatic music.Some scholars believe that for Purandara Dasa giving it a strong foundation and a clear sense of direction we would not be having Karnataka Sangeetha today.

Carnatic music is completely melodic, with improvised variations. The main emphasis is on vocal music; most compositions are written to be sung, and even when played on instruments, they are meant to be performed in a singing style (known as gāyaki). Like Hindustani music, Carnatic music rests on two main elements: rāga, the modes or melodic formulæ, and tāḷa, the rhythmic cycles.

Devika Rani had been a dominant presence on the Indian film scenario in the early years of Indian cinema. She along with her husband Himansu Rai contributed significantly through collaboration on international projects and professionally run Bombay Talkies. In the festival, ‘Karma’ a 1933 classic produced by Himansu Rai and directed by J. L. Freerhunt and casting both Himansu and Devika is being screened as a tribute.

Akkineni Lakshmi Varaprasada Rao popularly known as L. V. Prasad was a Dada Saheb Phalke Award winner with a huge repertoire in Hindi, Telugu, Tamil and Kannada. His ‘Dadi Maa’ and ‘Ek Duje Ke Liye’ are being featured as tribute to the doyen.

Hindi Cinema

Bollywood (Hindi: बॉलीवूड, Urdu: بالی وڈ) is the informal term popularly used for the Mumbai-based Hindi-language film industry in India. The term is often incorrectly used to refer to the whole of Indian cinema; it is only a part of the Indian film industry. Bollywood is the largest film producer in India and one of the largest in the world.

The name is a portmanteau of Bombay (the former name for Mumbai) and Hollywood, the center of the American film industry. However, unlike Hollywood, Bollywood does not exist as a real physical place. Though some deplore the name, arguing that it makes the industry look like a poor cousin to Hollywood, it seems likely to persist and now has its own entry in the Oxford English Dictionary.

Bollywood is commonly referred to as Hindi cinema, even though "Hindustani", understood as the colloquial base common to both Hindi and Urdu, might be more accurate. Obama Plan to Create 2.5 Million Jobs by 2011

President-elect Barack Obama is promoting his economic plan to create 2.5-million jobs in his first two years in office. Mr. Obama says the plan will put people to work rebuilding roads and bridges, modernizing schools and developing alternative energy sources. President-elect Obama says the United States faces "an economic crisis of historic proportions," and more must be done to put people back to work. "I have already directed my economic team to come up with an economic recovery plan that will mean 2.5-million more jobs by January, 2011, a plan big enough to meet the challenges we face, that I intend to sign soon after taking office," he said.

In the weekly Democratic Party radio address, the president-elect, who takes office on January 20th, said he wants to get the plan through Congress quickly, to help get Americans working again. "We will put people back to work, rebuilding our crumbling roads and bridges, modernizing schools that are failing our children, and building wind farms and solar panels, fuel-efficient cars and the alternative energy technologies that can free us from our dependence on foreign oil and keep our economy competitive in the years ahead," he said.

Mr. Obama admitted that there are no quick or easy solutions to the crisis, which he said has been years in the making, and that the situation is likely to get worse before it gets better. However, he said immediate action is needed, with support from Democrats and Republicans. "These are not just steps to pull ourselves out of this immediate crisis. These are the long-term investments in our economic future that have been ignored for far too long. And they represent an early down-payment on the type of reform my administration will bring to Washington," he said.

News reports on Friday said Mr. Obama would name New York Federal Reserve Bank President Timothy Geithner as his Treasury secretary. The New York financial markets soared afterward, with the Dow Jones industrial average gaining almost 500 points.

Economic help is urgently needed in the U.S. auto industry, where the three major automakers (General Motors, Ford and Chrysler) are all facing severe financial troubles. President George Bush recently signed a bill authorizing up to $25 billion in loans to help the three companies build more fuel-efficient vehicles. Several lawmakers proposed making that money available to keep the so-called "Big Three" in business if they restructure to become financially viable.

From the Asia-Pacific Economic Cooperation forum in Lima, Peru, Mr. Bush expressed disappointment Saturday that Congress adjourned without addressing the legislation. "My position is clear. If the automakers are willing to make the hard decisions needed to become viable, they should be able to receive the funds Congress already allotted to them for other purposes. This is a critical issue for our economy and our country. The American people expect their elected leaders to do what it takes to solve it," he said.

The chief executive officers of America's three major car companies came to Capitol Hill this past week, asking lawmakers for a financial rescue package. They faced a chilly reception after flying to Washington on corporate jets. Congress adjourned for the year without acting on any help for the auto industry, demanding that executives provide them with a plan of action in exchange for supporting any bailout. - VOA News

India The Big Picture Conference Inaugurated by Shri Anand Sharma

Shri Anand Sharma, the Minister of State for Information & Broadcasting and External Affairs has assured all help and assistance to boost media and entertainment industry in the country, which he described as not only entertaining but also educating in social life and employment generating. Shri Sharma was speaking at the inaugural function of the day long ‘India – The Big Picture’ Conference organized by the Confederation of Indian Industries in Panaji today. ‘New Dreams, New Directions’ was the theme of the Conference.

The Minister said that the country has bountiful creative and technological talent available, and can become hub for outsourcing as well as making and exporting original animation films to other parts of the world. He said, the Government has liberalized the policy with regard to foreign direct investment and expressed hope that the foreign companies will take the benefit of this in ever-greater numbers to usher in new models that will lead to greater cooperation and greater profitability. The initiatives taken in this direction has already started yielding results, he added.

The Minister also announced plans to set up a National Centre of Excellence for gaming, animation and visual effects and a Moving Image Museum at Mumbai. There are also plans for upgrading the Films and TV Institute of India, Pune and adding new streams of courses to meet the demand in new emerging areas, the Minister mentioned. The National Film Archives of India too is being upgraded for preserving classic films.

Shri Sharma described cinema industry as most powerful unifying bond amongst Indians, which he said also has the potential of bringing together various cultures and peoples of the world and can ultimately help development of tourism sector of the country. The Minister stressed on evolving plans for utilizing natural beauty of the country for promoting the country as shooting destination of the world.

The Chief Minister of Goa, Shri Digamber V. Kamat while speaking on the occasion said that the brand name of Goa for international film festivals is fast catching up and Government will leave no stone unturned to establish it further. He said that an ideal location for establishing world class infrastructure for shooting, where film people from all over the world can come is being identified in Goa. He dwelt at large upon Goa’s contribution to film industry in the country.

Earlier, Smt. Sushma Singh, Secretary (I&B), described the film industry as the fastest growing sector of Indian economy. Smt. Singh said that the Government has already formulated policy on IPTV and policy on Mobile TV is under active consideration of the Government. Government is keenly observing technological advancement in the entertainment sector and the policy on convergence and regulations aimed at developing new models of entertainment will also be formulated taking the industry in confidence. Third phase of FM radio is also on the cards, she said.

Shri J. P. Singh, Chief Secretary of Goa, and Shri P. F. XD’lima, Past chairman, CII Goa also spoke. Shri V.B. Pyarelal, Joint Secretary and Smt. Sangeeta Singh, Director Ministry of Information & Broadcasting also attended the Conference as panelists among others.

Political Advertisements on Radio allowed

The Ministry of Information and Broadcasting has amended the All India Radio Code allowing political advertisements. Accordingly, such advertisements will be allowed to be carried on All India Radio. This would include FM radio also since they too adhere to the AIR Code. Such advertisement shall be subject to pre-broadcast scrutiny by the Election Commission of India/authorities under the Election Commission of India during the period when model code of conduct is in operation.

Chandrayaan 1 in Lunar Orbit

Chandrayaan-1, India’s first unmanned spacecraft mission to moon, entered lunar orbit today (November 8, 2008). This is the first time that an Indian built spacecraft has broken away from the Earth’s gravitational field and reached the moon. This historic event occurred following the firing of Chandrayaan-1 spacecraft’s liquid engine at 16:51 IST for a duration of 817 seconds. The highly complex ‘lunar orbit insertion manouvre was performed from Chandrayaan-1 Spacecraft Control Centre of ISRO Telemetry, Tracking and Command Network at Banglore.

Indian Deep Space Network (IDSN) at Balalu supported the crucial task of transmitting commands and continuously monitoring this vital event with two dish antennas, one measuring 18 m and the other 32 m.

Chandrayaan-1’s liquid engine was fired when the spacecraft passed at a distance of about 500 km from the moon to reduce its velocity to enable lunar gravity to capture it into an orbit around the moon. The spacecraft is now orbiting the moon in an elliptical orbit that passes over the polar regions of the moon. The nearest point of this orbit (periselene) lies at a distance of about 504 km from the moon’s surface while the farthest point (aposelene) lies at about 7,502 km. Chandrayaan –1 takes about 11 hrs to go round the moon once in this orbit.

The performance of all the systems onboard Chandrayaan-1 is normal. In the coming days, the height of Chandrayaan-1 spacecraft’s orbit around the moon will be carefully reduced in steps to achieve a final polar orbit of about 100 km height from moon’s surface. Following this, the Moon Impact Probe (MIP) of the spacecraft will be released to hit the lunar surface. Later, the other scientific instruments will be turned on sequentially to the normal phase of the mission.

It may be recalled that Chandrayaan-1 spacecraft was launched on October 22, 2008 by PSLV-C11 from India’s spacecraft at Satish Dhawan Space Centre (SDSC) SHAR, Sriharikota. As intended. PSLV placed the spacecraft in a highly oval shaped orbit with a perigee (nearest point to Earth) of 255 km and an apogee (farthest point to Earth) of 22,860 km. In the past two weeks, the liquid engine of Chandrayaan-1 has been successfully fired five times at opportune moments to increase the apogee height, first to 37,900 km, then to 74,715 km, later to 164,600 km, after that to 267,000 km and finally to 380,000 km, as planned. During this period, the terrain Mapping Camera (TMC), one of the eleven payloads (scientific instruments) of the spacecraft, was successfully operated twice to take the pictures, first of the Earth, and the moon.

With today’s successful manouvre, India becomes the fifth country to send a spacecraft to Moon. The other countries, which have sent spacecraft to Moon, are the United States, former Soviet Union, Japan and China. Besides, European Space Agency (ESA), a consortium of 17 countries, has also sent a spacecraft to moon.

West Bengal preservation of forest and wildlife

West Bengal has been awarded more than Rs 5.5 crore for preservation and protection of Forest and Wildlife in the state. This also includes Annual Plan of Operation for Sundarbans Tiger Reserve under the Project Tiger Scheme During the year 2007-08,.Financial assistance amounting to Rs.201.88 lakh has been provided for Sundarbans Tiger Reserve and Rs. 356.21 lakh has been provided for development of other National Parks and Sanctuaries in the state.

Sundarbans are a part of the world's largest delta formed by the rivers Ganga, Brahmaputra and Meghna. It is a stretch of impenetrable mangrove forest of great size and bio-diversity at the southern tip of West Bengal. A UNESCO World Heritage Site (awarded in ’97), Sundarbans is a vast area covering 4262 square kms in India , of which 2,125 sq km is occupied by dense mangrove forest across 56 islands and the balance is under saline water. It forms the largest Tiger Reserve and National Park in India.

Adventure tourism in Assam

Adventure tourism in Assam is great fun.The North-Eastern States have a tremendous scope for adventure tourism. Trekking and mountaineering are attraction for tourists from all over the country. It is safe everywhere.

Being the most peaceful region, the Barak Valley has a tremendous potential for tourism. A beautiful place, Haflong, once adored by Rabindranath Tagore. Barak Valley is situated in southern part of Assam. The notable city in Barak valley is Silchar. The Barak river is in the vally and it gave the name to vally.

Rehman Rahi

Rahman Rahi or Rehman Rahi(born March 6, 1925, Srinagar) is an Kashmiri poet, translator and critic. He was awarded the Indian Sahitya Akademi Award in 1961 for his poetry collection Nawroz-i-Saba, the Padma Shri in 2000, and India's highest literary award the Jnanpith Award (for the year 2004) in 2007. He is the first Kashmiri writer to be awarded the Jnanpith, India's highest literary award.

Rehman Rahi began his career as a clerk in the government and was associated with the Progressive Writers' Association, of which he became the General Secretary. He was later a sub-editor in the Urdu daily Khidmat. He did an MA in Persian (1952) and in English (1962) from Jammu and Kashmir University where he taught Persian.

He has long been an ardent advocate of the Kashmiri language. On getting the Jnanpith, he said, "I see the award as an honour for my poetry, and above all an honour for the language(KASHMIRI) in which it was composed and for the people who use this language."

Prime Minister presented Jnanpith Award to Rahman Rahi

The Prime Minister of India, Dr. Manmohan presented the 40th Jnanpith Award to Shri Rahman Rahi in New Delhi in a graceful function. Dr Manmohan Singh said “I am very happy to be here in this very distinguished gathering for the presentation of the 40th Jnanpith Award to Shri Rahman Rahi.

He congratulated and felicitated Shri Rahi on being honoured with this very prestigious literary award. The prime minister of India recognised it as an acknowledgement of Shri Rahman Rahi’s immense contribution to the growth of Indian literature.

This is the first time that this recognition, Jnanpith Award has come to a literary personality in the Kashmiri language, which finds its earliest expression in the mystical work of Lalleshwari or Laldyad or Lal Ded almost 700 years ago.

Shri Rahman Rahi is a Kashmiri Poet and Kashmiri is an official language of Jammu and Kashmir state of India. Kashmiri also known as Koshur is one of the national languages of India.

Dream Spark India

‘Dreamspark’ Free Software Programme of the Microsoft for Indian Student Community is launched by Smt. D. Purandeswari.

‘DreamSpark’ is a new initiative targeted for the students community to empower them with the 21st century employability skill by providing with software design and development tools at no charge. The programme was originally directed at College students, but now it has been expanded to include High School students.

Smt. D. Purandeswari, Minister of State for Human Resource Development (Higher Education), has said that India has one additional reason for special importance to software companies like the Microsoft, which China does not have at present, and that is the largest pool of English speaking soft-ware professionals, with strong mathematical and logical skills in the country. Launching, along with Mr. Bill Gates, the ‘DreamSpark’ Free software programme of the Microsoft for the Indian Student community at IIT Delhi today, Smt. Purandeswari said that for the first time, Microsoft is giving its valuable software developer and design tools directly to students worldwide at no charge.

The DreamSpark program was announced by Mr. Bill Gates on February 18, 2008 during a speech at Stanford University. It is estimated that upto 35 million students will be able to access these software titles free of charge through this programme. Currently DreamSpark is planned to be launched in 11 countries and India is one among them.

The list of Software and design tools that is offered to the Students under the DreamSpark:
- Visual Studio 2005 Professional Edition,
- Visual Studio 2008 Professional Edition,
- XNA Game Studio 2.0, a 12-month free Academic membership in the XNA Creators Club,
- Expression Studio,
- SQL Server 2005 Developer Edition, and
- Windows Server Standard Edition.

Palin Didn't Know Africa Is A Continent

According to Fox News Chief White House Correspondent, there was great concern within the McCain campaign that Palin lacked "a degree of knowledgeability necessary to be a vice president, a heartbeat away from the presidency,".

What led to the statement is that because she didn't know which countries were in NAFTA, and she "didn't know that Africa was a continent."
