National Informatics Centre achieved one more eDistrict. Uttar Pradesh became the first state in the country to launch the eDistrict Project in 6 pilot districts – Sitapur, Rae Barelli, Ghaziabad, Gautam Budh Nagar, Sultanpur & Gorakhpur. Shri Vinod Malhotra, IAS, Chairman, Board of Revenue, GoUP inaugurated the first eDistrict Centre in Sitapur on 15th December 2008 followed by Rae Barelli, Gauntam Budh Nagar & Ghaziabad.

National Informatics Centre (NIC) of the Department of Information Technology is providing network backbone and e-Governance support to Central Government, State Governments, UT Administrations, Districts and other Government bodies. It offers a wide range of ICT services including Nationwide Communication Network for decentralised planning, improvement in Government services and wider transparency of national and local Governments. NIC assists in implementing Information Technology Projects, in close collaboration with Central and State Governments, in the areas of (a) Centrally sponsored schemes and Central sector schemes, (b) State sector and State sponsored projects, and (c) District Administration sponsored projects. NIC endeavours to ensure that the latest technology in all areas of IT is available to its users.

E-district project is a State Mission Mode Project under the National e-Governance Plan (NeGP) of Ministry of Communications & IT. It envisages the backend computerization of the government departments and the district administration to provide services at the doorstep of citizens. The project seeks to automate the workflow and internal processes of District Administration with the possibility of seamless integration of various departments. A total 32 services from 10 departments have been selected for complete automation.

The ‘eDistrict’ application software has been developed by National Informatics Centre Uttar Pradesh. It is a web based solution ( which ensures 100% electronic workflow of the service - right from receipt of applications to the final delivery of service. The status of application can be tracked by the citizen and the government officials through the portal and the escalation matrix ensures the adherence to the service levels defined for each service. Technologies such as digital signatures have been used for the approval of the application & issuance of certificates. GPR has been carried at all levels to move from archaic rules to the modern technology based decision making, focus has been laid on training and change management right at the district, tehsil & block level of administration to fulfill the project’s objective of providing services to the citizens in friendly, transparent and easier manner.
