SCADA

SCADA for Supervisory Control And Data Acquisition. It generally refers to an industrial control system: a computer system monitoring and controlling a process. The process can be industrial, infrastructure or facility based as described below:

Industrial processes include those of manufacturing, production, power generation, fabrication, and refining, and may run in continuous, batch, repetitive, or discrete modes.
Infrastructure processes may be public or private, and include water treatment and distribution, wastewater collection and treatment, oil and gas pipelines, electrical power transmission and distribution, and large communication systems.
Facility processes occur both in public facilities and private ones, including buildings, airports, ships, and space stations. They monitor and control HVAC, access, and energy consumption.
A SCADA System usually consists of the following subsystems:

A Human-Machine Interface or HMI is the apparatus which presents process data to a human operator, and through this, the human operator, monitors and controls the process.
A supervisory (computer) system, gathering (acquiring) data on the process and sending commands (control) to the process.
Remote Terminal Units (RTUs) connecting to sensors in the process, converting sensor signals to digital data and sending digital data to the supervisory system.
Communication infrastructure connecting the supervisory system to the Remote Terminal Units
There is, in several industries, considerable confusion over the differences between SCADA systems and Distributed control systems (DCS). Generally speaking, a SCADA system usually refers to a system that coordinates, but does not control processes in real time. The discussion on real-time control is muddied somewhat by newer telecommunications technology, enabling reliable, low latency, high speed communications over wide areas. Most differences between SCADA and Distributed control system DCS are culturally determined and can usually be ignored. As communication infrastructures with higher capacity become available, the difference between SCADA and DCS will fade.

The International Mathematical Olympiad (IMO) is an annual six-problem, 42-point mathematical olympiad for pre-collegiate students and is the oldest of the international science olympiads. The first IMO was held in Romania in 1959. It has since been held annually, except in 1980. About 90 countries send teams of up to six students, plus one team leader, one deputy leader, and observers.

The content ranges from extremely difficult precalculus problems to problems on branches of mathematics not conventionally covered at school and often not at university level either, such as projective and complex geometry, functional equations and well-grounded number theory, of which extensive knowledge of theorems is required. Calculus, though allowed in solutions, is never required, as there is a principle at play that anyone with a basic understanding of mathematics should understand the problems, even if the solutions require a great deal more knowledge.     PM of India Shri Manmohan Singh Adderesses in International Conference Of Jurists On Terrorism, Rule Of Law And Human Rights - Following is the text of the address delivered by the Prime Minister Dr Manmohan Singh while inaugurating International Conference of Jurists on Terrorism, Rule of Law and Human Rights in New Delhi today

    “The rule of law and regard for due process and respect for fundamental Human Rights are the very foundation of any modern civilized society. These are enshrined in our magnificent constitution. But all these values are today threatened by the forces of terrorism. It is in this context that the subject of your conference is both timely and relevant to our times. There is an integral link between our defence of human rights, our defence of the rule of law and our fight against the forces of terrorism, extremism and intolerance.I have often said that terrorism anywhere is a threat to peace and freedom everywhere. This is an inevitable consequence of the increasing integration of global economy, polity and society. The forces of terrorism, inspired by ideologies of hatred, intolerance and exclusion, pose today a fundamental challenge to liberal democracies, pursuit of secular ideals , pluralism and all that we associate with freedom, the rule of law and human rights. They pose a challenge to democracy at home, to democracy in our region, to democracy around the world.

    I believe therefore all peace-loving, democratic forces around the world have to join hands in the fight against all manifestations of extremism and intolerance. The threat of terrorism in this increasingly integrated world that we live in is not divisible. The fight against it is also not divisible. The defence of freedom and peace is also not divisible. I would like to take this opportunity to thank the international community for expressing its solidarity with the people of India in the wake of the horrible terrorist attacks at Mumbai. I have received phone calls and letters from numerous Heads of State and Government from all over the world and from our neighbourhood, assuring us that they stand with us in our fight against terrorism.

    In our region, there is today growing awareness that terrorism and extremism pose a threat to democracy and development. Governments and authorities in our region and elsewhere have therefore a moral duty to act firmly and quickly. Our people expect us to stay united, stand united and act unitedly in the face of these grave challenges that we face. The greatest contribution of our freedom struggle and our national movement is the democratic inheritance we have got. Our freedom struggle was forged on the anvil of pluralism. Unity in diversity, was our defining motto. The Rule of Law and the Constitutional guarantee of fundamental human rights were the greatest gift we secured for ourselves as a free people.

    It is these fundamental and defining features of our nationhood that are today challenged by the forces of extremism, irrespective of the ideology that inspires them. The time has come for all of us to unite and speak as one in defence of our democratic inheritance. The people of India have shown tremendous unity and courage in this critical hour. It is heartening that major political parties have also risen above their narrower interests to speak and work in a spirit of cooperation. The recent dastardly attack in Mumbai follows a pattern that has become all too familiar. There is an organized attempt by forces inimical to freedom and peace in our region to destroy Indian democracy by striking at the very roots of our nationhood. These terrorists seek to pit one community against another. There is a systematic effort to spread communal disharmony and conflict.

    By weakening the fabric of our nationhood these terrorists seek to destroy our well-being and the foundation of our prosperity. There is a method to their madness. When cities like Mumbai, Delhi, Bangalore, Hyderabad and Jaipur are targeted, the target is also India’s economic rise. When our economy is hurt, our people are hurt. Our democracy is hurt. When democracy is challenged in India it is a challenge to the human spirit the world over. Because there has been no greater social-political experiment in our time than India’s attempt to acquire economic strength and international stature within the framework of a plural and secular democracy.

    We need to be resolute, and yet careful in our fight against terrorism. We need to understand the relationship between human rights and the fight against terrorism. The two concepts are not mutually exclusive. They can and should go hand in hand. When in conflict, it is possible to resolve them. Systematic terrorists acts qualify as they must as crimes against humanity. They sometimes threaten national security. In certain circumstances, States are both entitled and obliged to take steps that seems to derogate from human rights principles. But we should not feel discouraged. Certain rights and freedoms can be derogated from, but only to the extent necessary to meet the security threat. The fight against terrorism should not result in brutalization of our society. We must also ensure that no group or section of society gets targeted in our commitment to fight terrorism. What is required is flexibility. It is a matter of national pride that in the midst of the tragedy of last month, our people across several States chose to exercise their franchise in state elections and demonstrate their faith in the Rule of Law and in our democratic system. Even in the State of Jammu & Kashmir we have seen record polling so far.

    No greater testimony is needed to popular commitment to the Rule of Law and democracy in our country. For this very reason it is incumbent upon all of us, who discharge our responsibilities through various institutions of our democratic Republic, that we do so with utmost dedication and commitment. Our legislature, our executive and our judiciary, and indeed our civil society institutions, including media, have a responsibility for the proper functioning of our democracy. Democracy does not mean the exercise of one’s franchise once in five years. The Rule of Law is a continual process. Every day, every moment, in every place, a free people expect to see the Rule of Law prevail through the transparent and proper functioning of democratic institutions. There is no better insurance against the forces of extremism, intolerance and terrorism than the efficient and fair functioning of the institutions of democratic governance.

    Each one of us has therefore a responsibility to discharge. There are attempts sometimes to justify violence in the name of the breakdown of the Rule of Law. Bad governance, non-transparency, corruption and the miscarriage of justice only give anti-social and anti-national forces greater opportunity to feign discontent and hatred. The answer to these inadequacies lies in the more efficient functioning of our institutions, not in their destruction. I therefore urge each one of us who values the ideas and ideals that define our nation and our Republic to ensure the proper functioning of our democratic institutions. This is imperative in our battle, I should say, in our war against terrorism and extremism.

    I hope your conference will discuss these and other relevant issues and thereby contribute to a further strengthening of the foundations of our free society.”

    The Prime Minister also gave away awards to eminent Jurists on this occasion. The Chief of Justices of India Dr K.G. Balakrishnan and the Minister of Law & Justice Shri H.R.Bhardwaj also spoke during the session.

    TORONTO - December 10, 2008 - CBC and Cisco proudly announce that One Million Acts of Green (OMAoG) has reached a significant and impressive milestone. We have just surpassed 500,000 acts of green registered online at http://www.onemillionactsofgreen.com/. This represents a reduction of near 25,000,000 kg of greenhouse gas. This campaign milestone has been achieved far more quickly than we anticipated - in less than two months - thanks to the eager participation of Canadians, and, at last check, we have reached 520,000 acts in our goal to get to one million. It has been the dedicated work of communities, schools, businesses and green-minded individuals who have actively and creatively participated in the OMAoG challenge to get us to this point.

    For example:

  • Trent University is proving that it is taking the lead as green schools go - they have 443 members on the OMAOG site with 13,651 added acts and a green house gas reduction of 679,122.65 kg.
  • Manitoba-based MTS Allstream has been super active as a company group, committing over 6,000 acts.
  • Look out for some healthy competition in Alberta over the month of December as the town of Okotoks issues a formal challenge to the town of Airdrie on December 15. It will be the first city/town challenge issued on behalf of OMAoG and clearly "The Greenest Town" title is on the line.

  • Mike Holmes, Canada's favourite handyman has been actively involved with sustainable community builds near Okotoks, and he has discussed his own acts of green when he's been interviewed on The Hour with George Stroumboulopoulos. As fluid accumulates, L-Dex values increase on the L-Dex scale. The device provides an immediate result and is provided with software for tracking changes in patient's L-Dex values over time.

    Lymphedema is a condition that can cause significant swelling of the upper and lower extremities due to the build-up of excess lymph fluid. This can occur when the lymphatic system, which is responsible for draining excess fluid from the body, is damaged or altered. In breast cancer patients, this can occur after surgery, such as removal or biopsy of the lymph nodes, and/or radiation therapy. It is estimated that between six and 40 percent of patients with breast cancer develop lymphedema. For some cancer survivors and others at risk, lymphedema can occur years after initial primary treatment, and develop into a condition that can have a serious impact on the overall health and quality of life.

    New Human Rights Instrument Closes Vital Protection Gap, Says Top Un Official

    New York, Dec 12 2008 - The United Nations human rights chief has welcomed the General Assembly’s adoption of an important new instrument to strengthen the protection of economic, social and cultural rights, stressing that it gives a voice to victims of violations. “The approval of the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights is of singular importance by closing a historic gap,” stated UN High Commissioner for Human Rights Navi Pillay. The Protocol, adopted during the Assembly’s 10 December meeting commemorating the 60th anniversary of the Universal Declaration on Human Rights, will enable victims to complain about violations of the rights enshrined in the Covenant at the international level for the first time.

    Ms. Pillay stressed that the Protocol provides a voice to victims of human rights violations. It also “makes them better equipped to enlist the international community’s help to address their plight.” The High Commissioner noted that the Universal Declaration chose not to rank rights. “On the contrary, it recognized the equal status of political and civil rights with economic, social and cultural rights, and underlined that all rights are inextricably linked,” she said. “Violations of a set of rights reverberate on other rights and enfeeble them all.” The Optional Protocol will now be opened for signature during 2009 and enter into force once it has been ratified by ten States.

Four shots off the lead at the start of the day, the Swedes charged up the leaderboard with a stunning front nine of 31 in the alternate shot format to draw level with Spain’s Miguel Angel Jimenez and Pablo Larrazabal before racing home for Sweden’s second World Cup triumph, with four more birdies giving them a winning total of 27 under par 261.     Ryuji Imada and Toru Taniguchi were Asia’s best finishers for Japan, with a final-round 68 putting them alongside Australia at the conclusion of the US$5.5 million Omega Mission Hills World Cup.     Addis Abeba, Ethiopia - Nokia and Nokia Siemens Networks announced their partnership with Save the Children Finland to help alleviate the existing water problem made worse by the current drought in Alaba Special Woreda through collaboration with the Woreda administration and its relevant offices. The collaboration between Nokia, Nokia Siemens Networks and Save the Children Finland was initiated as a response to the urgent needs of children and their families in Alaba Special Woreda, an area which is severely dependent on rainfall and, where people are forced to travel every day over 20km to fetch water during dry seasons. Due to fluctuations in rainfall, the northern part of Alaba Woreda faces regular shortage of rain which affects the whole community in general but specifically children, who suffer from improper sanitation, water borne diseases and early school drop-out as incomes are reduced when cattle rearing becomes difficult. The impact of the drought has been made worse by the recent increases in food prices, which have further increased the hardships experienced by the community.

    African, Asian Seaports Benefit From New Un-Backed Training Programme

    New York, Dec 11 2008 African and Asian officials will receive training in the efficient operation of seaports as part of a United Nations programme to help developing countries acquire the skills needed to participate more effectively in the global economy under an agreement signed today. UN Conference on Trade and Development Secretary-General Supachai Panitchpakdi signed a memorandum of understanding with the Dublin Port Company (DPC) that will provide 150,000 Euros in direct financial support and 150,000 Euros’ worth of expenses assumed for training and expertise.

    The partnership will set the stage for financial contributions from the DPC to UNCTAD, and for practical assistance from the port firm as UNCTAD expands its activities for seaport communities in English-speaking developing countries. The agreement will complement UNCTAD’s work in this field, now supported by the Irish Development Agency (Irish Aid). Under the new memorandum, ‘train-the-trainers’ workshops will be held in Dublin, and joint technical assistance missions featuring UNCTAD and Dublin Port Company staff will travel to developing countries. Additional training materials also will be worked up for UNCTAD’s course on Modern Port Management.

    Fact-finding missions have already been carried out by UNCTAD and the DPC to selected ports in Ghana, Indonesia, Malaysia, the Maldives, Sri Lanka, and Tanzania to determine what is needed to improve operations. Set up in 1964 to promote the development-friendly integration of developing countries into the world economy, UNCTAD has progressively sharpened its focus on ensuring that domestic policies and international action are mutually supportive in bringing about sustainable development.     Telecom Technology Researchers To Develop Low Cost User Equipment

    The government of India has asked telecom technology researchers to come out with low cost end user equipment to take telephone and broadband services to rural areas. Addressing a seminar on “How India can Become a Leader in Wireless Communications” in New Delhi today, Telecom secretary Mr. Siddhartha Behura said, the hurdles of infrastructure can be tackled through technological development. Mr. Behura informed that the target is to reach telecom services to another 350 million people in the next three years. He said, R&D should also be directed towards development of alternate reliable energy resources for the Telecom sector. Eminent persons from the academia, industry and technology institutions from India and abroad attended the seminar that is being held as part of the India Telecom 2008. The two-day event marks India’s leading international conference and exhibition for the entire telecom system and is jointly organized by Department of Telecommunications and FICCI. It was opened by the Prime Minister Dr. Manmohan Singh yesterday.

    Mr. Behura urged the Telecom Centers of Excellence (TCOEs) to identify and develop some cost effective cutting edge technologies for India specific application. He called for integration of India’s efforts with the ITU, leading universities and other such institutions worldwide. Seven Telecom Centres of Excellence have so far been instituted by the Centre in public private partnership mode for bringing in innovations and entrepreneurship in Telecom R&D. They are at various IITs, IIM Ahmedabad and Indian Institute of Science Bangalore. The Telecom Secretary hoped that the telecom sector in developing countries like India, China and Brazil will contribute to the global economic recovery.

    The theme of India Telecom 2008 is “Connecting Rural India”.     National Youth Festival At Amritsar, Punjab, India

    The Fourteenth National Youth Festival will be held at Amritsar, Punjab from 12th -16th January, 2009. About 4000 young persons from all States and UTs are expected to participate in the Youth Festival. National Youth Festival is organized every year from January 12th to 16th. January 12th being the birth anniversary of Swami Vivekananda is observed as National Youth Day. It would be for the first time that the National Youth Festival would be held in Punjab.     प्रेस स्वतंत्रता की रक्षा के लिये कार्यरत संयुक्त राष्ट्र एजेंसी प्रमुख ने तीसरी मीडिया के भारतीय पत्रकार विकास रंजन के हत्या की निंदा की है, जो दक्षिण एशियाई देश में हाल के सप्ताहों में मारे गये प्रो‍फेशनल पत्रकारों में एक हैं. श्री रंजन, 32 वर्ष पर विगत 26 नवम्बर 2008 को तीन बंदूकधारियों ने उनके उत्तर पूर्वी राज्य बिहार स्थित दफ्तर के बाहर में गोली मार दी थी, जहां वे हिन्दी भाषा के दैनिक समाचार पत्र, हिन्दुस्तान के लिए लिखा करते थे.

    सीमाओं के परे जाकर काम करने वाले श्री रंजन, मारे जाने से पहले स्थानीय नशीले पदार्थों की तस्करी की जांच के सिलसिले में पिछला महीना रोसेरा शहर समस्तीपुर जिले में बिताया था.

    "श्री रंजन ने अभिव्यक्ति की स्वतंत्रता के मौलिक मानव अधिकार के और हमारे सूचित किये जाने के अधिकार के लिए लिए अपने जीवन की कीमत चुकाई है" संयुक्त राष्ट्र शैक्षिक, वैज्ञानिक और सांस्कृतिक संगठन - यूनेस्को के महानिदेशक कोईचिरो मत्‍सुरा Koïchiro Matsuura ने यह कहते हुये हत्या की निंदा की.

    श्री मत्‍सुरा ने यह भी कहा कि "इतने सारे और पत्रकारों की तरह, उन्‍होने कर्तव्य से परे जाकर साहस और दृढ़ निश्चय दिखाया है. स्थानीय अधिकारियों से उनका आव्‍हान है कि "उन जिम्मेदार लोंगो को न्याय के समक्ष लाने के लिये कोई कोशिश न छोड़ें" और वो उन पर विश्वास करते हैं कि "उत्तर-पूर्वी भारत में पत्रकारों पर हमलों में हाल ही के इस खतरनाक वृद्धि में रोक लगायेगें."

    Head Of Unesco Deplores Killing Of Another Indian Journalist

    New York, Dec 11 2008 The head of the United Nations agency tasked with defending press freedom has condemned the killing of Indian journalist, Vikas Ranjan, the third media professional to be murdered in the South Asian country in recent weeks.

    Mr. Ranjan, 32, was shot dead by three gunmen on 26 November outside his office in the north-eastern state of Bihar, where he wrote for the Hindi-language daily newspaper, Hindustan. According to Reporters without Borders, Mr. Ranjan had spent the previous month investigating local drug trafficking before being gunned down in the town of Rosera, in the Samastipur district. “Mr. Ranjan has paid with his life for the fundamental human right to freedom of expression, and for our right to be informed,” said UN Educational, Scientific and Cultural Organization Director-General Koïchiro Matsuura, in condemning the murder.

    “Like so many journalists, he has shown courage and determination beyond the call of duty,” added Mr. Matsuura. Calling on local authorities to “spare no effort to bring to justice those responsible,” he said that he trusted them to “stem the alarming recent increase in attacks on journalists in north-eastern India.” UN News

    Rs. 373 crore released under Ganga Action Plan-II

    The Ganga Action Plan (GAP) Phase I, the first attempt as a centrally funded scheme for river conservation was launched in the year 1985. The Plan was taken up to treat partial pollution load of the river. Under this Plan, 260 pollution abatement schemes spread over 25 towns in the States of Uttar Pradesh, Bihar and West Bengal were completed at an expenditure of Rs.452 crore leading to the creation of additional sewage treatment capacity of 869 million litres per day (mld). GAP Phase-I was declared closed in March, 2000. Since GAP Phase-I did not cover the pollution load of Ganga fully, GAP Phase II which included Plans for Yamuna, Gomti, Damodar and Mahananda besides Ganga was approved in various stages from 1993 onwards. The present sanctioned cost of works for Ganga river (main stem) under GAP Phase-II is Rs.564 crore against which an amount of Rs.373.58 crore has been released to the State Implementing Agencies. Out of a total of 311 schemes sanctioned, 185 schemes have been completed so far and the balance schemes are in different stages of implementation.

    With the completion of the pollution abatement works under GAP Phase – I & II, notwithstanding the phenomenal increase in the urban population leading to substantial increase in the pollution load of the river Ganga over the past years, water quality of Ganga has shown improvement at major locations over its pre-GAP quality in terms of Biochemical Oxygen Demand (BOD). The BOD values in the year 2008 range between 1.2 to 4.8 mg./litre in major monitoring locations as compared to BOD values ranging between 1.7 to 15.5 mg./litre in 1986. This is as per the water quality monitoring undertaken by independent reputed institutions like the Central Pollution Control Board (CPCB), Bharat Heavy Electricals Ltd. (BHEL), Indian Institute of Technology (IIT), Kanpur and Indian Toxicological Research Centre (ITRC), Lucknow. The Government has initiated an exercise for revamping the Ganga Action Plan with a view to promoting a holistic and integrated approach.

    Rolls-Royce Will Power Production Of 60,000 Tons PA Of Ferronickel Mine

    Rolls-Royce wins Trent 60 contract to power Nickel mine in New Caledonia - 11 December 2008 - Two Rolls-Royce Trent 60 electrical generating sets have been selected to provide power for a new nickel mine in the North Province of New Caledonia in the South Pacific. The $3.8 billion project at Koniambo, a new long-life, low-cost, open mine, will be capable of producing 60,000 tons of ferronickel a year after the first ore is processed, which is expected in the first half of 2011.

    Koniambo Nickel SAS, a joint venture owned by Xstrata Nickel and Société Minière du Sud Pacifique (“SMSP”), have selected two Trent Wet Low Emissions (WLE) dual fuel gas turbine units, which will each provide up to 46MW of electrical power to supplement two135MW steam turbine sets. The Trents are expected to provide power for the next 25 years. Charlie Athanasia, Vice-President of Power Generation for the Rolls-Royce Energy business said: "The Trent is the most powerful aero derivative gas turbine available for power generation.     Previous orders have come from Babcock and Brown Power (previously Alinta Energy) for generating sets to be installed at a remote iron ore mine in Western Australia and at a power station site in Tasmania. The Trent 60 engines will be manufactured at the Rolls-Royce plant in Montreal, Quebec, Canada, and packaging of the generating sets will take place at the Company’s Mount Vernon, Ohio facility. Delivery of both units is scheduled for the third quarter of 2009, with the first electricity being produced during the third quarter of 2010.
